The National Association of Youth Organizations (NAYO) leading the Youth Working Group on Civic Space held the CSOs Round table on the validation of the Draft Zimbabwe Youth Council (ZYC) Act Shadow Bill on the 19th of March 2019. The National Association of Youth Organizations Programs Manager
Mr MacDonald Munyoro chronicled the journey that had been walked and
the process that had resulted in the draft Zimbabwe Youth Council Act Shadow Bill
that was to be tabled by the Consultant. It was also noted that the objective of the meeting was to ensure the youth subject the
draft Shadow Bill, to interrogate it and make all necessary inputs on it as
this constituted the validation process.
The Legal Expert, Mr Masendo took
the opportunity to present to the youth meeting participants the draft ZYC
Shadow Bill. He noted that this draft Bill waited inputs from the youth as
it was not yet in its final stage but still a draft. He highlighted the key areas that
were revised in the current Zimbabwe Youth Council (ZYC) Act around Youth
Associations Membership, the mandatory nature of the Act towards registration
of youth Associations, the discipline of registered youth associations concerning
de-registration of youth associations with the Council. Mr Masendo also noted
that as the consultants their role was to also subject the current Zimbabwe
Youth Council (ZYC) Act to other frameworks in the Region and to incorporate other
progressive youth provisions in the draft Zimbabwe Youth Council (ZYC) Shadow Bill
for instance provisions of a National Youth Fund as well as relaxed provisions
on the registrations of youth associations.
